MADRID .- oil prices returning to their maximum levels. The fear that the Organization of the Petroleum Exporting Countries (OPEC) does not increase oil production has guided Texas to estadounidese barrel to a new record of 100.1 dollars. OPEC will meet next on March 5 in Vienna and some of its members, including Iran, suggest that applying a cut in production, even in spite of this increase in prices.

At its previous meeting, the organization decided to maintain the level of its supply of oil. The expectation was high, and that this was the first meeting since the Texas barrel exceeded the benchmark of 100 dollars. But in the end OPEC ignored pressure from the major countries of plaintiffs' black gold 'to raise its quota and contrbuyese to cool the high prices that threaten to aggravate the economic slowdown.

Another factor that has contributed to the new surge is the strengthening of the euro against the 'green bill'. The European currency had been reached on Tuesday quoted a 1473 US dollars as the market discounted that the US Federal Reserve will maintain its position to undertake many types of cuts as necessary to combat the problems of market liquidity.

PDVSA Pays Total, StatoilHydro For Orinoco Assets

LOS ANGELES, Feb. 1 -- Venezuela will pay $1.1 billion in compensation to StatoilHydro AS and France's Total SA for its nationalization of an oil project they previously controlled.

State-owned Petroleos de Venezuela SA (PDVSA) agreed to pay its partners for their reduced stakes in the Sincor heavy oil venture with a combination of crude oil and cash.

However, Total and StatoilHydro must pay some $130 million of their compensation as a "bonus" to fund the new Sincor joint venture company. After that deduction, Total will receive $735 million in the form of quarterly crude oil shipments, while Statoil will receive $235 million in cash.

President Hugo Chavez's government last May took over majority stakes in heavy oil upgrading projects located along the Orinoco River basin operated by four international oil companies.

While Statoil and Total agreed to remain as minority partners under new arrangements with the government, ConocoPhillips and ExxonMobil Corp. declined to accept the government offer.

PDVSA has not announced any results of its compensation talks with the two US firms, but reports suggest that the Venezuelan firm is exploring all forms of compensation including payment in crude.

Meanwhile, StatoilHydro last week signed an agreement with Venezuela to quantify the reserves of the Junin 10 block in the Orinoco belt with a view to developing them. A local StatoilHydro official said the firm sees enormous reserves potential in the country.

Chavez wants the Orinoco belt reserves certification process completed by 2010. He hopes that certification will boost his country's reserves to more than 300 billion bbl from the current 100 billion bbl.

Regardless of the amount of reserves, however, Orinoco oil will be a boost to the country's output potential and earnings.

Falling outside of the quota system of the Organization of Petroleum Exporting Countries, to which Venezuela belongs, the Orinoco's heavy oil reserves would enable Chavez to ramp up production and sales without the need for any authorization from OPEC.

Produce from cloned animals has won regulatory approval. Now companies must persuade consumers to buy it.

“IT IS beyond our imagination to even find a theory that would cause the food to be unsafe.” With that ringing endorsement, Stephen Sundlof, the chief food-safety expert at America's Food and Drug Administration (FDA), this week declared food derived from the offspring of cloned cows, pigs and goats to be safe for human consumption. The decision came just days after the European Food Safety Authority (EFSA) publicly reached the same conclusion.

At first blush this seems likely to lead to a repetition of the controversies that surrounded the arrival of genetically modified organisms (GMOs) in agriculture more than a decade ago. Back then an over-zealous industry (led by Monsanto, an American GMO pioneer) touted the benefits of a novel food technology. Activist groups and parts of the media said GMOs were dangerous and unethical. Scientific bodies on both sides of the Atlantic agreed that GMOs could be used safely, but politics halted their advance in Europe.

To activists opposed to cloned food, meanwhile, the FDA and EFSA decisions mean only one thing: Frankenfoods are on their way. Since the creation of Dolly, a sheep cloned by researchers in Scotland in 1996, they have rallied many thousands to sign petitions and attend protest marches dressed as cloned cows and the like. And on the heels of this week's two big decisions, the anti-cloning crowd is kicking into high gear. Friends of the Earth lost no time in declaring it was organising a boycott of grocers who carry cloned products.

PetroCumarebo from Venezuela

HOUSTON, Jan. 16 -- The PetroCumarebo SA mixed company's $30 million capital budget in the Falcon basin for 2008 includes drilling two exploratory wells near Cumarebo and La Vela fields, four Cumarebo development wells, and six deepeer La Vela development wells.

The joint venture's mid-January production is 1,000 b/d of oil and 10 MMcfd of gas, and a further 150 b/d and 12 MMcfd is shut-in due to PDVSA's ICO pipeline closure.

The San Patricio and La Cruz South wells will test oil and gas prospects near the two fields.

PetroCumarebo finished drilling the LV-19, 20, and 21 wells in La Vela field in November 2007. LV-19 is producing 3 MMcfd, and the most prospective well, LV-21, has not yet been tested. The rig moved to Cumarebo and has just finished drilling the CU-169 well.

PetroFalcon Corp., Carpinteria, Calif., has a 40% interest in PetroCumarebo.

The sum calculus of the days is as follows: All the presence days in the actual year are added to a third of the presence days of the previous year, plus a sixth of the presence days of the previous year of the year immediately before the actual one. The Physical Presence Test applies only when the stay has been for more than 31 days in the actual year. Also, the alien that stays for less than 183 days in the United States and has his main income source and main business headquarter in another country (Tax Home) is considered as Non-Fiscal Resident. It’s important to note that the non-fiscal residents only pay taxes over obtained incomes in the American Territory (there are certain exceptions), on the contrary case of the American Fiscal citizens or residents, who pay taxes over their earnings in any place of the World. Citgo starts delivering discounted fuel in the US

Onboard a tanker carrying fuel, Citgo Petroleum Corporation CEO Alejandro Granado and Citizens Energy leader Joseph Kennedy, and Venezuelan Ambassador to Washington Bernardo Álvarez Monday launched the 2007-2008 discounted fuel delivery program in the United States.

Following three consecutive seasons, delivery began this year in Massachusetts, the second state with the largest number of beneficiaries. The plan is likely to be extended to 23 states.

Citgo, the refining branch of Venezuelan oil holding Pdvsa in the US, said this time the program is delivering some 8.5 million gallons of heating oil to over 33,000 households and some 60 homeless people shelters. Further, 100 gallons will be distributed free of charge among some of the poorest households in Massachusetts.

With the assistance of Boston-based non-profit organization Citizens Energy, Citgo plans to reach more than 200 US indigenous communities to help alleviate their energy needs in the states of Maine, New York, Michigan, Minnesota, North Dakota, South Dakota, Montana, Nebraska, Arizona, Oregon, Washington, and Alaska.

"This is a program that comes from the heart of the Venezuelan people to the American households who cannot afford their energy bills," said Granado.
